Project Engineer
Project : Sustainable Solution and protection for the Rohingya Refugee Community

Salary and benefits : Monthly Gross Salary BDT. 99,204 with other admissible benefits such as

Job Context
The Project Engineer will be responsible for assessing centers, preparing BOQ, overseeing the quality and technical soundness of construction activities under the project, including the Women Centre and other infrastructure components. The role requires hands-on supervision of construction work, verification of materials against specifications and Bill of Quantities (BoQ), and close collaboration with the Senior Engineer on design, estimation, and implementation. The Project Engineer will also provide technical guidance to Rohingya Cash for Work (CFW) laborers and ensure that all construction activities are carried out in compliance with project standards, timelines, and safety protocols.
Key responsibilities include (not limited to)
1. Construction Quality Assurance and Material Verification (35%)
· Ensure the quality of all construction work through regular on-site monitoring and technical supervision.
· Cross-check construction materials against project specifications and BoQ to ensure compliance before and during use.
· Identify and report any deviation from approved designs, specifications, or quality standards immediately.
· Maintain detailed records of material receipts, usage, and quality checks throughout the construction process.
· Conduct final inspection and quality verification before handover of completed structures.
2. Technical Supervision and Monitoring (25%)
· Conduct regular and full technical supervision of all ongoing construction activities across project sites.
· Provide technical inputs and on-the-spot guidance to resolve construction challenges and ensure work proceeds as planned.
· Monitor construction progress against timelines and flag delays or bottlenecks to the Project Manager.
· Ensure that construction activities comply with safety standards and organizational protocols at all times.
· Support site-level problem-solving and decision-making in the absence of the Senior Engineer.
3. Feasibility, Design and Estimation (20%)
· Conduct feasibility surveys for proposed construction sites and provide technical recommendations.
· Support the preparation of detailed designs, drawings, quantity estimates, and cost analyses as required.
· Prepare and review BoQs in coordination with the Senior Engineer to ensure accuracy and completeness.
· Compile all required technical documents including drawings, specifications, and site assessment reports.
· Contribute to value-for-money analysis and support procurement processes with technical input.
4. Cash for Work Labor Support and Capacity Building (10%)
· Provide day-to-day technical guidance and supervision to Rohingya Cash for Work (CfW) laborers on construction tasks.
· Ensure CfW laborers understand and follow construction methods, quality requirements, and safety protocols.
· Identify skill gaps among CfW laborers and facilitate on-the-job training and demonstration as needed.
· Maintain attendance and work output records for CfW laborers in coordination with relevant program staff.
5. Collaboration, Reporting and Coordination (10%)
· Work closely with the Senior Engineer on all aspects of Women Centre design, BoQ preparation, and construction oversight.
· Prepare and submit regular progress reports, site visit reports, and technical updates to the Project Manager.
· Coordinate with procurement and logistics teams to ensure timely availability of construction materials.
· Participate in relevant coordination meetings, site visits with partners, and donor field visits as required.
· Maintain organized and accessible documentation of all technical files, drawings, and correspondence.

Project Engineer will report to Project Manager
Required Educational Qualification and Experience
· Bachelor's degree or Diploma in Civil Engineering, Construction Management, or a closely related technical field.
· Minimum 2–3 years of relevant experience in construction supervision, quality assurance, and site management.
· Experience in humanitarian or development project construction — including institutional buildings, community centres, or WASH infrastructure — is strongly preferred.
· Prior experience working with Cash for Work programs or community-based labor is an advantage.
· Familiarity with the Cox's Bazar construction context, including Rohingya camp infrastructure, is highly desirable.
Technical Skill:
· Strong technical knowledge of civil construction methods, materials, quality standards, and site management.
· Proficiency in reading and interpreting engineering drawings, designs, and Bill of Quantities.
· Ability to prepare accurate quantity estimates, cost analyses, and technical reports.
· Hands-on experience with construction quality control and material verification processes.
· Good communication and supervision skills, with ability to guide community laborers from diverse backgrounds.
· Ability to work independently in field settings with limited resources and under time pressure.
· Proficiency in AutoCAD or equivalent design software is an advantage.
· Commitment to humanitarian principles, gender equality, and community-centered construction approaches.
· Fluency in Bangla required; working knowledge of English is preferred.
